III. Read the following passage and then answer the comprehension questions by circling the correct choice. (15%)
A Budget
A budget is a spending plan. It can help you spend money wisely. It can do this by cutting out wasteful spending. Of course; preparing a budget takes planning, and following a budget takes willpower. Your budget should be tailored to your family's needs and income.
The first step in creating a budget is to set your goals. What does your family need and want? You must know this to work out the details of the budget, Keep goals realistic, in term of income available. Then decide which goals are the most important.
Goals change, of course. For example? a young couple works to furnish its home. A family with growing children tries to provide food, clothing, housing, and some extras. After children leave home, the parents work towards their retirement years.
The next step is estimating family income. Before you can plan wisely, you need to know how much money you have to spend! Write down all the funds you expect to receive (wages, savings interest, etc.) during the planned budget
period. When your earnings vary, found your estimate on previous income.
After you have figure out how much money will be available, it's time to estimate expenses. List all of your family expenses. Include fixed payments, contributions, and other predictable expenses like the amount spent for food. Check stubs, receipts, and old bills can serve as reminders.
Use this information to help you decide whether to continue your present spending pattern or to make changes. If you are satisfied with what your dollars have bought in the past, allow similar amounts in your budget estimate. If you are not satisfied with what you got for your money, look carefully at your spending. Studying your records will show where overspending has occurred. It will also point out poor buying habits.
Be realistic in cutting your expenses. Promise yourself to cut out shopping sprees, bargains you don't need, and overuse of credit. Cutting unnecessary items will leave money available in the budget. Then you can plan to set this money aside for savings or for a special purchase.
If you are unable to balance your budget by cutting expenses, you may need to increase the family's income. A spouse might take a full or part-time job, or children might babysit, deliver newspapers, or do odd jobs.

IV. Translate the following passage into Chinese on your sheet. (15%)
There is an increasing tendency in formal education to place more emphases on written work as part of normal course requirements and for purposes of student assessment. This tendency is particularly true at the college and university level where students hate to rely on the yearly examinations as the major means of evaluating their performance. At many colleges and universities, considerable weight is now being given to evidence of student progress throughout the year measured by regular tests and assignments rather than an end of year, do-or-die examination. The good points of continuous assessment to the student and the teacher hardly need further explanation here. It is necessary to note and recognise the fact that if students are required to submit essays, assignments, reports or theses as evidence of independent study? it is important that they be well written. Therefore many students need guidance in how to write their assignments and theses. This book presents just such a guide.
